Carpet Steam Cleaning End of Lease Victoria: Know Your Rights

What Victorian Law Actually Says About Carpet Cleaning

A lot of tenants in Melbourne get caught out by clauses in their lease that say something like "carpets must be professionally steam cleaned on vacate." Some of those clauses are enforceable. Some aren't. And the difference can determine whether you get your bond back in full.

Under the Residential Tenancies Act 1997 and the reforms that came into effect in March 2021, a landlord or agent cannot require you to use a specific contractor or to steam clean carpets simply because it's written into the lease. The general rule is that you must return the property in the same condition it was in at the start of the tenancy, fair wear and tear excepted.

So if you moved into a Hawthorn terrace with freshly steam cleaned carpets, and you've lived there for two years, there's going to be some normal wear. You're not expected to return the carpet to brand-new condition. That said, if you've got stains, pet odours, or ground-in dirt that goes beyond reasonable use, that's a different story, and the landlord has a genuine claim.

When a Steam Cleaning Clause Is Enforceable

Here's where it gets practical. If your condition report at the start of the lease shows the carpets were professionally steam cleaned, and you're asked to return them in that same condition, Consumer Affairs Victoria generally considers that reasonable. The logic is straightforward: like for like.

In that situation, getting the carpets professionally steam cleaned before your final inspection isn't just smart, it's probably required. This applies whether you're in a Toorak apartment, a family home in Glen Waverley, a share house in Fitzroy, or a rental in Point Cook.

Where it gets murky is when the clause appears in the lease but the ingoing condition report shows the carpets weren't particularly clean to begin with, or doesn't mention them at all. In that case, the clause may not hold up if you dispute a bond claim at VCAT.

When the Clause Probably Won't Hold Up

If a landlord tries to insist on professional steam cleaning when:

  • the ingoing condition report doesn't show clean carpets at the start
  • the carpets are at or near the end of their useful life (Consumer Affairs Victoria uses a general guide of around ten years for carpet)
  • the carpets are in reasonable condition consistent with normal use over the tenancy period

then you have grounds to push back. You're not obligated to restore something beyond the condition it was in when you arrived, and you're not responsible for fair wear and tear.

That said, even when you're confident in your position, it can be easier and less stressful to just get the carpets done properly and keep the receipt. More on that below.

Why the Receipt Matters More Than You Think

This is the part most tenants overlook. At the final inspection, if there's any dispute about the carpets, the agent or landlord will often default to requesting a professional clean regardless of the carpet's condition. Having a receipt from a licensed cleaning company showing the carpets were steam cleaned shortly before vacating is your strongest defence.

It shows you took the obligation seriously. It shifts the burden back onto the landlord to prove that anything done after your professional clean was caused by you. Without that receipt, it's your word against theirs.

We include carpet steam cleaning as part of our end of lease cleaning service, and we provide a receipt that real estate agents in Melbourne accept without question. We work with tenants across Richmond, Carlton, South Yarra, Box Hill, Camberwell, Essendon, Preston, Footscray, Werribee, Craigieburn, and the rest of metro Melbourne.

What a Proper End of Lease Clean Covers Beyond Carpets

Carpets get the most attention, but agents will walk through the whole property. A thorough bond clean covers:

  • Oven, rangehood, and stovetop degreasing
  • Bathroom and toilet sanitising, including grout and tiles
  • Skirting boards, light switches, and door frames
  • Window tracks and sills
  • Wardrobes, drawers, and cupboard interiors
  • Mould treatment in wet areas
  • Walls spot-cleaned where appropriate

If you're in a Brighton or Kew property with a lot of hard flooring as well as carpet, we handle both. If there's a garage, laundry, or balcony, those get included too.

Before You Book Anything

Pull out your ingoing condition report and have a read of what it says about the carpets specifically. That document is what any VCAT hearing would centre on if there's a bond dispute. If it shows clean carpets at the start, get them steam cleaned and keep the receipt. If it doesn't mention them, you still have options.
